I think there are these four types.
 
This time, let's talk about what broadcasters should be, focusing on the "BBC in the UK" and "NHK in Japan", which are state-run broadcasters as their functions.
 
As for NHK (Japan Broadcasting Corporation), there is the Broadcasting Law.

NHK claims that it is not a state-run broadcaster, but practically speaking, it falls under the framework of state-run broadcasting.
 
That is because the Japanese government has set pension and medical insurance by law, and all citizens are required to subscribe to them, right? Unless there is a procedural omission, everyone is enrolled.
 
The way to collect fees by law is to operate "state-run broadcasting: the public pays the viewing fee.
 
Even in the name of public broadcasting, public nature is required even in the private sector.
Shouldn't newspapers and TV stations exist if they are not public in the first place?
 
In both countries, individuals are now able to transmit and receive information independently, especially with the spread of the Internet, and the value of state-run broadcasting (public broadcasting) and private broadcasting has decreased. The public is more reluctant to watch TV and pay for it than in previous times.

In Japan and the UK, the existence of the "Imperial and Royal Families" and the "BBC and NHK," which are effectively state-run public broadcasters, are similar, and if one of them abolishes the system, there is no doubt that the other country will also change its policy or abolish the system.
 
As Japan is not good at changing the rules at the national level and tends to give priority to imitation, if the UK changes its thinking on broadcasting stations, we are likely to follow suit.
 
In order to be viable as a state-run broadcaster, it is necessary to enforce fee collection and
(1) Tax revenue
(2) Real taxes like insurance premiums
(3) Compulsory collection of fees by law, such as NHK and BBC subscription fees.
 
There are three possibilities.
It may seem that (1) or (2) would be fine, but if we consider fee collection from the perspective of making households with TVs pay the fee, it would be like what NHK is doing now.
 
If we think about social insurance systems such as pensions and medical care from this viewpoint, we can say, "I don't go to the hospital at all! " would not have to join the social insurance system.
 
In loose nationalization, certain choices are granted, and NHK is also operating under "loose nationalization" despite its substantial status as a state-run broadcaster.
 
Receipt of fees for state-run broadcasting
(1) Tax revenue
(2) Real taxes like insurance premiums
(3) Compulsory collection of fees determined by law, such as NHK and BBC subscription fees.
 
If state-run broadcasting is operated with tax revenues, the content of the broadcasts will be one-sided, such as political broadcasts, and will be far removed from what the public enjoys for entertainment and enjoyment. The right for each household to view past NHK broadcasts online should be attached to the NHK Premium service. This will lessen public dissatisfaction.
 
BS broadcasting has unfortunately become unnecessary with the spread of the Internet.
I understand the value of clean broadcasting, but the number of citizens willing to pay the separate BS fee will decrease already.
The content available on BS and CS broadcasts can now be replaced by internet broadcasters and streaming applications such as Amazon Prime and Netflix.
With the increase in quality and equivalent grade of travel programming on Instagram and YouTube, public broadcasting is no longer significant.
 
If there is resistance to this radical reform proposal, the BS fee is practically eliminated.
And if "past NHK programs can be viewed within the monthly viewing fee of about 1,500 yen per month," then the public's dissatisfaction will be reduced to a point.
 
Since neither NHK nor other stations find the current programs interesting, they should sell off what they have in the past to survive! That's what I mean.
 
Please think of the BBC in the UK in the same way. I am sure that domestic discontent will subside.
